Voters Approve EPCOR Franchise Extension

The results of the November 2 election are in, and Surprise voters have approved an EPCOR franchise extension. This approval extends a previous 25-year agreement with EPCOR Water for an additional 25 years, allowing the company to construct, maintain and operate a potable water delivery system and a wastewater collection, treatment and disposal system throughout the city public rights-of-way. Under this agreement, EPCOR will pay a 2% franchise fee to the City. That money will go into the City’s General Fund, which pays for public safety, parks, street maintenance and more. EPCOR is one of six water providers in the City of Surprise. This election did not change the service area or grant authority to change utility rates.
